About ASPE

The American Society of Professional Estimators began in 1956. What started with fewer than 20 members in the Los Angeles and San Francisco boasts today thousands of members in chapters throughout the United States. ASPE was created with dedication and commitment to the idea of providing its members with tangible benefits:

  • A professional society which promotes the highest standards and ethics in the practice of construction estimating.

  • Continuing education through seminars and lectures on construction-related topics.

  • Our magazine, Estimating Today, and local chapter newsletters carry technical, industry-related and other pertinent articles for the professional estimator.

  • An opportunity to become recognized as a Certified Professional Estimator (CPE) through the completion of our training and testing program.

  • A means of personally communicating with fellow professionals on a monthly and annual basis, providing an opportunity to exchange information and gain professional recognition for yourself and your company. Education, Ethics, Standards, Certification, Fellowship… these lead to the ultimate goal --­Professionalism.

The American Society of Professional Estimators serves residential, commercial and civil construction estimators by providing Education, Fellowship, and the opportunity for Professional Development. Rob has close to 30 years of professional experience benefiting from multiple estimating and construction roles including Trade Contractors, General Contractors, Quantity Surveyors, and Construction Management firms.

Rob now utilizes his knowledge and skillset to work in an expert oversight capacity for a major federal/transportation agency. Prior to that Rob ran the Cost Consultancy Division of a CM firm in Northern California for over 15 Years, with a good mix of CM experience and 20 Years Tenure.

Rob enjoys providing estimating solutions for clients, has a Best Practice approach to training staff, and his philosophy is numbers can manage every part of the construction process.

Rob has been a member of the ASPE since 2003, and a CPE - Certified Professional Estimator since 2005. Rob is a Chartered Quantity Surveyor and Professional Builder out of Australia. Rob has been in the United States for over 22 years and can Estimate every discipline in Metric and Imperial. Rob has enjoyed time as a guest lecturer with CCSF. Sam is a Preconstruction Manager / Senior Estimator with more than fifteen years of experience in the construction industry. He has worked in a variety of sectors, including Industrial, Cultural + Educational, Medical Office, and Multi-Family. Sam is adept at the interpretation of plans and specs and is able to develop conceptual and hard bids that are efficient and effective. Sam’s exceptional communication skills have allowed him to build long-term relationships with subcontractors, clients, and colleagues.

Andy Beyer, Partnerships Chair

Andy is an Associate Principal / Senior Cost Estimator with TBD Consultants in San Francisco, CA. He has 26 years of experience in cost estimating, construction field management, and structural engineering. This includes 16 years as Senior Preconstruction Manager and Senior Estimator at Pankow Builders.

Throughout his career Andy has supplemented his work life with organization participation, including his past membership with the ASPE Industry Awareness Committee (ASPE – IAC), former Chairman and Board Member of the Building Industry Conference Board (BICB), and past mentor for high school students in Architecture, Construction, and Engineering (ACE).

His various project type experience includes office, medical office, civic, libraries, multi-family residential, parking garages, healthcare, education, airports, prisons, warehouse, police stations, aquariums and zoos, and more. His experience also includes estimating new construction, renovation and retrofit, historic renovation, tenant improvement, self-performed concrete and wood framing, and more.

Zaif Ismail, VP

Senior Cost Consultant at MGAC

Zaif is a graduate from Australia, certified Quantity Surveyor (AIQS) and recently a Lifetime Certified Professional Estimator (LCPE) with ASPE. His career as a construction cost consultant takes him from Australia to Saudi Arabia and currently here in San Francisco, USA.  His work experience covers all aspects of construction cost management from cost planning (benchmarking and budget setting), cost management (cost estimating, cost analysis, value engineering) and contract administration (change order evaluation, pay application, cost reports). He has delivered on a wide range of project types, project sizes and market sectors which include aviation, government, institutional, healthcare, hospitality, pharmaceutical, religious facilities, laboratories, mixed-use, defense, education K-12, higher education, arts and leisure.

Zaif’s recent interest include current construction trends in mass timber construction / prefabrication and building carbon footprint assessment.
